The AU is so incompetent that they keep on crying to the EU to fix Africa's problems. Where is the AU in Sudan, Chad, Somalia, Guinea-Bissau, Cameroon, Niger, Chad/Nigeria etc etc. 60% of deaths attributed to violent extremist groups in 2022 occurred in sub-Saharan Africa. No effective AU intervention in sight. But let's not go there.

The damage was done inside a Namibian National Park.
So the National Park would be the first respondents.

If the perpetrators have left the park, the would then escalate to either the Department in charge of the Environment or the Department of Tourism.
If it fell outside their jurisdiction, they would escalate to the Namibian police.

I doubt the AU, Interpol, CIA, UN, NATO or British MI5 & their top secret agent, James Bond Niks Niks Seven would get involved.
The Vatican may be interested, but only if the perps were boys under age 12.

But it is a crime committed in Namibia & responsibility would be restricted to Namibia,
It wouldn't go further.
