Looks very much like the Malpassi regs.

You get them with a manifold pressure barb as well - got blown carb fed motors.
But again, unless you have a need for massive flow and the associated large needle valves you don’t need one.
The force on the needle is easy to work out.
The orifice is (say) 2mm diameter giving an area of 0,03 sqcm - at 0,3 bar (300g/sqcm) you get an equivalent of 9g acting directly on the needle .
That’s on a very short lever compared to the float which displaces a lot more than 9g of petrol (just over 2 teaspoons) in any event ...
On a carb with a high flow needle - say 4mm - you quadruple that force and pressure moderation can be an issue with surging etc.
But not on a stock Beetle solex...

Not knowing the Pict34 carbs I had a quick google.
Looks like the float height is not set in the usual way with the bending of the small float tab but by the washer you have already changed.
This will also need to be done to adjust the fuel level in the float bowl to balance the carb feed pressure.

Needle Valve Washers
A problem can occur if the thickness of the washer under the float needle valve is incorrect, which in turn will make the fuel level in the carburetor float bowl incorrect. The fuel level effects the fuel level on the emulsion tube. The emulson tube works with the air bypass jet and seems to effect the rate of fuel vaporization. This means that the level of the fuel in the carburetor bowl is critical.
If the fuel level is a little low in the bowl (washer too thick), then facing downhill and cornering will cause the engine to run lean, causing stalling. Facing uphill the mixture would be a little richer - closer to normal. If the main jet in the carburetor is a little lean, that would make any bad fuel mixture settings even worse.
Following is a procedure for correctly setting the level of fuel in the carburetor bowl -
Position the car on a level surface (or, if the carburetor is removed from the car, place it so that it is level.
If the carburetor is installed, idle the engine briefly to ensure that the float bowl is full.
If the carburetor is not installed, fill the float bowl using a piece of hose attached to the fuel inlet pipe.
Remove the carburetor upper part (5 screws) and the gasket so that the fuel level can be measured.
The distance from the top of the carburetor body to the surface of the fuel should be 19.5mm +/- 1.0mm.
If the fuel level is too high, use a thicker washer under the float valve.
If the fuel level is too low, use a thinner washer.
Note: Washers are available in thicknesses of 0.50mm, 0.8mm, 1.00mm, and 1.5mm. Several sizes are included in the carburetor overhaul kit. The correct washer for the 34PICT/3 carburetor (per the overhaul instructions) is usually 0.50mm.
So, it looks like you possibly have it sorted by swapping that washer .

My wife and I are starting a a second business together. She knows my finances better than I do. My ante nuptial contract counts for diddly squat
I got the pressure regulator and fitted it this past weekend. Seems to have sorted the issue.
These regulators aren't very accurate though. I set the dial at 2psi and measured the pressure just before the carburetor. It measured 2,8psi (which is still in range).

Update:
The buggy's filter kept on getting clogged with that fantastically fine Namibian dust and after giving the carb a proper clean for the umpteenth time, I made and fitted an impromptu snorkel - which works really well.

After fitting the snorkel, I took it for an extended drive to two cattle posts.
About 3/4 of the way, I stopped to take a piss. It wouldn't start back up. Alternator was not charging - never looked at the idiot light.
I vented a bit...
