Let's face it Manny.
The only reason you haven't put on the rubber suit is that the coefficient of elasticity of the rubber suit isn't up to your girth.

It's so the govt employees arriving to work late don't collide with the govt. employees leaving early...

A few years ago I had a meeting with a person at the DTI (Department of Trade and Industry in Scummy Side PTA). We scheduled for 08H45 as they start work at 08H30.

I was there at 08H30. Person was not there yet (actually no one except one security guard was there), so I had to wait in the lobby. Man what a depressing eye opener. People started arriving in dribs and draps from 09H15.... But they arrive by walking 2m at a time, then talking and laughing with others then walking 1.5m then phoning someone and continue to talk and laugh) until they enter the lobby. Then they wait around and later on you realize that they are waiting for a take away delivery. That morning there were no less than 10 take away deliveries while I was waiting there. (As a side note, that take away guy must be making an absolute killing. They would be the only take away open and they are seemingly very close to the office block. I must seriously look into that. Open a take away close to a gov department that operate from early and you are golden!)

Eventually my meeting attendee arrived at around 09H45. (Citing traffic as excuse, but I honestly did not beleive her) Books me in and up we go to an open office floor. Looked like a ghost town but not for the lack of offices. There were a lot of offices and from the looks of it, all occupied as there were pictures of kids and other docs on the walls. The few people that were there were drinking coffee and talking to each other. More laughing... No stress what so ever. No one has done any work and I left there at 10H30.

I have nothing against laughing in the workplace, but I expect that those conversations were not work related.
