Do you buy a standard vehicle and mod it to the way you want it, or do you buy a modded vehicle?

My thinking is that a heavily modded vehicle might have been abused

So you would be comparing a modded or unmodded second hand vehicle I presume.
Top priority to me would be mechanical condition. Once that is confirmed it is often good to buy modded as you can pick up real bargains. The seller very seldom recovers his money off the mods fitted.
That being said. Check out the mods very carefully. Lifts can be poorly done or over done resulting in endless problems with cv’s, tyres, propshafts etc. Electrical mods like dual battery systems can also be done badly resulting in vehicle fires, electrical shorts, blown fuses.
Front and/or rear replacement bumpers are often so poorly fitted that they are a hazard in recovery situations. They tend to add a lot of weight as well. Speaking of weight, drawer systems are fantastic but do add weight to your vehicle. Some are made of lighter materials than others. Ensure also that they are securely fastened to your vehicle.
If buying a modded vehicle check mechanical condition first. Don’t be conned into buying a lemon just because it comes “fully kitted”. then check those mods carefully. They may be the reason for your next breakdown in the Bush.

I would tend to avoid modded vehicles ...
... esp iro off-road mods.
Rather buy that Land Criuser off an old lady that just
used it at weekends to go to church...
and not from guys like us ...

Two sides to the story here.
Buy a heavily modded Sandton Cruiser and get it at a bargain price or buy a heavily modded vehicle from the likes of us, still at a bargain price, but with a few more dents and scrapes than the Sandton Cruiser

It all depends what the vehicle was modded for. Is it for trails or over landing? Some vehicles in the trail category might have been modded for looks only and not for serious trail work.

Lots of 4x4`s running around with all types of mods. Bumpers, lifts, huge tyres, winches, canopies just call it and they have it. I know few guys with 4x4`s like this. The sad side is that very few of them ever do off road and in most cases only gravel travel. They do it for the looks.
