From another angle :
consider aircooler of face area 0.25m2
vs one of 0.5m2 face area
Smaller face area intercooler will need far higer air throughput to carry away the same heat as from the larger area intercooler ...
ie volume of air throughput and its velocity is important and after temps will be different but what counts is heat content carried away.

Also front mounted intercoolers have a fan
at low sppeds/revs ... but not all top
mounted I suspect?

Reenen would never do that - he doesn't have a roof turbine lying around on his scrap yard.
