if stated off road use, then 99% it is not legal on road.
It should have a E mark or SABS on it to be road legal..

If it hasn’t got an ‘e’ mark on it , it’s illegal for use on the roads. Very very few led additional driving lights are legal for road use, those that are tend to be horrifically expensive.

To be slightly pedantic an SABS mark won’t cut it . As a signatory to the convention a compliant product made in SA would carry an E47 mark.

Yet, when speaking to some suppliers they will quote E11 as the legal requirement

yup, any E mark is fine. the number merely indicates the country of manufacture. E11 is UK but they all conform to the same spec.
